Union Public Service Commission (UPSC) is inviting online applications for Combined Medical Services Exam 2026, which aims to fill 1358 permanent vacancies across various medical officer roles in central government services. This exam is considered the most prestigious and reputed recruitment exam in medical field in India. Interested candidates can submit their applications until 31-03-2026.

The recruitment is being conducted for posts such as Medical Officers in Central Health Service, Assistant Divisional Medical Officer in Railways, and General Duty Medical Officer positions in municipal health services. Selected candidates will be responsible for providing medical care, managing public health services, and supporting healthcare administration in various government institutions.

    • For posts with maximum age 32 years: Candidate must be born between 02-08-1994 and 01-08-2005 (Both dates inclusive)
    • For Medical Officer Grade in Central Health Service with maximum age 35 years: Candidate must be born between 02-08-1991 and 01-08-2005 (Both dates inclusive)
  • Upper age relaxation
    • SC/ST: 5 years
    • OBC: 3 years
    • Defence Services personnel disabled in operations: 3 years
    • Ex-servicemen including Commissioned Officers and ECOs/SSCOs: 5 years
    • Persons with Benchmark Disability: up to 10 years

Other Eligibility Conditions

  • Final year MBBS candidates who have appeared or are yet to appear in the final MBBS examination are eligible to apply. However, they must submit proof of passing the written and practical parts of the final MBBS examination within a 15-day window to be provided after the written exam result.
  • Completion of compulsory rotating internship is required before appointment.
  • Candidates from all states of India can apply.
  • If a candidate wants to apply for more than one service/post, they need to submit only one application and pay the application fee only once. No separate fee is required for each post.
  • Like for other UPSC Exams, candidates may opt for the Pratibha Setu Portal During the application process, through which details of candidates who reach the final stage but are not recommended can be shared with registered organizations for potential employment opportunities.

Mode of Recruitment :

The selection process consists of two stages: Written Examination and Personality Test. The final merit list will be prepared based on the aggregate marks obtained in the Written Examination and the Personality Test.

Written Examination

The written examination will consist of two papers and will be conducted on 02-08-2026. Each paper will carry 250 marks and will have a duration of two hours. The question papers will be objective type (multiple choice questions) and will be set in English only. Both papers will be of MBBS standard.

There will be a penalty (negative marking) for wrong answers in the objective type question papers.

  • Each question will have four alternatives. One-third of the marks assigned to a question will be deducted for every wrong answer.
  • If a candidate marks more than one answer for a question, it will be treated as a wrong answer even if one of the answers is correct, and the same penalty will apply.
  • No penalty will be applied for questions left unanswered.

  • Written examination will be conducted at the following centres - Agartala, Ahmedabad, Aizawl, Bareilly, Bengaluru, Bhopal, Bhubaneswar, Chandigarh, Chennai, Cuttack, Dehradun, Delhi, Dharwad, Dispur, Faridabad, Gangtok, Gautam Buddha Nagar (Noida), Ghaziabad, Gurugram, Hyderabad, Imphal, Itanagar, Jaipur, Jammu, Jorhat, Kanpur, Kochi, Kohima, Kolkata, Lucknow, Madurai, Meerut, Mumbai, Nagpur, Panaji (Goa), Patna, Sri Vijaya Puram (Port Blair), Prayagraj, Raipur, Ranchi, Sambalpur, Shillong, Shimla, Srinagar, Thiruvananthapuram, Tirupati, Udaipur and Visakhapatnam.
  • Allotment of centres will be made on a first-apply-first-allot basis.
  • Persons with Benchmark Disabilities (PwBD) candidates may still opt for their preferred centre even if it is full.

Personality Test

Candidates who qualify in the written examination will be called for the Interview/Personality Test conducted by the Commission. The Personality Test will carry 100 marks.

The Personality Test supplements the written examination and assesses candidates’ general knowledge in their academic field along with personality traits such as intellectual curiosity, critical thinking ability, balance of judgement, alertness of mind, social adaptability, integrity of character, initiative, and leadership qualities.

Tie-Breaking Rules
  • If candidates secure equal aggregate marks, the candidate with higher marks in the written examination will be ranked higher.
  • If the written examination marks are also equal, the candidate senior in age will be ranked higher.
  • If the date of birth is also the same, the candidate whose internship was completed earlier will be ranked higher.
  • If the tie still persists, the decision of the Commission will be final.

Final Merit List

The final merit list will be prepared based on the combined marks obtained in the Written Examination and the Personality Test. Services will be allotted according to merit and the preferences submitted by the candidates.

Fee Structure :

Applicable application fee is to be paid online. Fee structure is -

  • General / OBC / EWS: Rs. 200
  • SC / ST / Female / Persons with Benchmark Disability (PwBD) : No fee

How to Apply :

  • Step 1: One-time Registration (If not done earlier)
    • If not previously registered on the Commission’s online application portal, the candidate must first complete the one-time registration.
    • After successful registration, a Universal Registration Number (URN) is generated which remains the same for all future examinations conducted by the Commission.
  • Step 2: Fill Application Form
    • Log in to the portal and fill the Common Application Form (CAF).
    • Enter personal details and provide required information such as date of birth, category (SC/ST/OBC/EWS/PwBD/Ex-Servicemen) and educational qualifications.
    • Provide the required information and supporting details for the claims made in the application.
    • Complete the Examination Specific Module (for CMS Exam 2026) where the examination centre and other exam related details are selected.
  • Step 3: Upload Photograph, Signature and ID Details
    • Upload the photograph and signature while filling the application form.
    • The photograph must be in .jpg format and its file size should be between 20 KB and 200 KB.
    • The signature must be in .jpg format and its file size should be between 20 KB and 100 KB.
    • The applicant must sign three times (one below the other) on plain white paper using black ink and upload the scanned signature.
    • A live photograph must also be captured during the application process in the Common Application Form.
    • Provide details of one valid photo ID such as Aadhaar Card, Voter Card (EPIC), PAN Card, Passport, Driving License or any other government issued photo ID.
    • The same photo ID should be carried while appearing for the examination.
  • Step 4: Pay Application Fee
    • Pay the application fee of Rs. 200 through Net Banking, Visa/Master/RuPay/Credit Card/Debit Card or UPI.
    • Female, SC, ST and PwBD candidates are exempted from payment of the examination fee.
  • Step 5: Final Submission
    • Review all the details carefully before submitting the application form.
    • The online application form can be submitted from 11-03-2026 to 31-03-2026 till 06:00 PM.
    • Multiple applications for the same examination should not be submitted.
    • A valid and active email ID should be used as the Commission may communicate through email during different stages of the examination process.
    • No correction, alteration or modification in the application form is allowed after submission.
    • Candidates are not required to send any printed copy of the application to the Union Public Service Commission.
    • A printout of the submitted application may be kept for future reference.
  • Important Notes
    • The Commission provides a one-time facility to edit or update the Universal Registration Number (URN) profile.
    • Changes made in the URN profile will not affect applications that have already been submitted.
    • The updated information will apply only to applications submitted after the URN profile has been updated and locked.
