OPSC Odisha Civil Services Exam 2025 for 314 Posts Online Application

Odisha Public Service Commission is inviting online applications for Odisha Civil Services Examination 2025, to fill up 314 State govt gazetted vacancies across various Group-A and Group-B services. The last date for submission of the online application form is 27-02-2026. However, initial registration is to be done on or before 20-02-2026. Candidates are advised to carefully check and ensure full compliance with the prescribed eligibility conditions before applying.

The recruitment covers administrative and allied civil service posts involving responsibilities related to governance, policy implementation, public administration, and departmental management under the Government of Odisha.

Pay Scale Details
  • Group-A Services: Rs. 56,100/- (Pay Level-12, Cell-1 as per ORSP Rules, 2017)

Eligibility & Domicile Conditions
  • Candidates from all states are eligible to apply.
  • However, candidates must be able to read, write, and speak Odia and must have passed Odia as a subject or medium at Middle School / High School level, or passed an Odia language test conducted by the Government of Odisha.
  • Candidates must possess the required Bachelor’s Degree on or before 27-02-2026 (closing date of online application). Candidates appearing in the final year or awaiting results are not eligible to apply.

Number of Attempts

  • Every eligible candidate will be permitted to appear in the Civil Services Examination for a maximum of six attempts.
  • There will be no limit on the number of attempts for Scheduled Caste and Scheduled Tribe candidates.
  • Candidates belonging to Socially and Educationally Backward Classes who are otherwise eligible will be allowed up to nine attempts, subject to availability of reservation benefits applicable to such candidates.

Mode of Recruitment :

The selection process will consist of a Preliminary Examination followed by a Main Examination comprising Written Examination and Interview. Both Preliminary & Mains Exams will be conducted at Balasore, Berhampur, Bhubaneswar, Cuttack, Jeypore, and Sambalpur.

Preliminary Examination

The Preliminary Examination will be conducted on 07-06-2026, for screening of candidates for admission to the Main Examination. Prelims test will have 2 objective type (multiple choice questions) papers of General Studies (200 marks each).

  • Negative marking will be applicable and one-third of the marks assigned to a question will be deducted for each wrong answer.
  • Paper II will be qualifying in nature and candidates will be required to secure a minimum of 33% marks.
  • Qualifying marks of Paper I will be announced later.
  • The number of candidates admitted to the Main Examination will be approximately twelve times the total number of vacancies.

Main Examination (Written and Interview)

The Main Examination will consist of a written examination followed by an Interview / Personality Test. The written examination will include conventional essay type papers conducted in two parts, Part-I and Part-II.

  • Part-I will consist of two qualifying language papers.
  • Part-II will consist of seven papers for assessment of merit.
  • Marks obtained in all compulsory papers and optional papers of Part-II, along with marks obtained in the Interview / Personality Test, will be counted for final ranking.

Candidates securing the minimum qualifying marks in Part-II of the written examination, as fixed by the Commission, will be called for the Interview / Personality Test. The number of candidates called for interview will be approximately twice the number of vacancies.

  • The Interview / Personality Test will carry 250 marks with no minimum qualifying marks.
  • The Main Examination, including the Interview / Personality Test, will carry a total of 2000 marks.
  • Evaluation of answer scripts for Essay, General Studies, and Optional subjects will be conducted simultaneously along with the evaluation of qualifying language papers. Candidates must secure at least 25% marks each in Odia and English language papers in Part-I for their Part-II papers to be evaluated.

Final selection and allocation of services will be based on the candidate’s rank and preferences expressed for various services and posts.

Fee Structure :

Applicable application fee is to be paid online. Fee structure is -

  • General / SEBC category candidates: Rs 700
  • SC / ST / PWD category candidates No fee

  2. Online Registration and Fee Payment
    1. Online registration and payment of examination fee will be done from 20-01-2026 to 20-02-2026.
    2. Application fee will be paid online only, if applicable.
  3. Filling the Online Application Form & Uploading of Photograph and Signature -
    1. Fill in personal details, educational qualifications, category details, and other required information correctly.
    2. Upload scanned passport size photograph, signature & left thumb impression. Keep 4 copies of same photograph for use during recruitment process.
  4. Final Submission
    1. Submit the online application form on or before 27-02-2026.
    2. After successful submission of the online registration, a unique Permanent Public Service Account Number (PPSAN) will be assigned to the candidate. It must be noted down for future reference.
  5. Print and Record
    1. No printed copy of the application form is required to be sent to Odisha Public Service Commission at this stage.
    2. Candidates may keep a printed copy of the submitted application form for future reference.
