- General -
- Accepted recommendations of High-Level Committee on Simultaneous Elections, that was set up under chairmanship of former President Ram Nath Kovind.
- Recommendations include -
- Implemention to be done in two phases - one phase for simultaneous Lok Sabha and Assembly elections, and other phase for local body elections (panchayat and municipalities), to be done within 100 days of general elections.
- Common electoral roll for all elections.
- Notably -
- Elections were earlier held simultaneously between 1951 and 1967.
- Law Commission's 170th report (1999) had recommeended One election to Lok Sabha and all Legislative Assemblies in five years.
- Approved continuation of 2 umbrella schemes of Department of Biotechnology (DBT), merged as one scheme - Biotechnology Research Innovation and Entrepreneurship Development (Bio- RIDE).
- The scheme has 3 broad components -
- Biotechnology Research and Development (R&D)
- Industrial & Entrepreneurship Development (I&ED)
- Biomanufacturing and Biofoundry (Newly Added).
- Outlay for implementation of the unified scheme Bio-RIDE’ is 9197 crores, during 15th finance Commission period (2021-22 to 2025-26).
- Bio-RIDE aims to foster innovation, promote bio-entrepreneurship, and strengthen India’s position as a global leader in biomanufacturing and biotechnology.
- Approved Pradhan Mantri Janjatiya Unnat Gram Abhiyan, aimed at improving socio-economic condition of tribal communities, by adopting saturation coverage for tribal families in tribal-majority villages and aspirational districts.
- Outlay is 79156 crores (Central Share 56333 crores and State Share 22823 crores).
- It will cover 63000 villages across 549 districts, benefitting over 5 crore tribal people, as announced in Budget 2024-25.
- The Mission comprises of 25 interventions which will be implemented by 17-line ministries. 5 year goals include Developing Enabling Infrastructure, Promotion of Economic Empowerment, Universalization of Access to Good Education & Healthy lives and Dignified Ageing.
- Approved continuation of schemes of Pradhan Mantri Annadata Aay SanraksHan Abhiyan (PM-AASHA), to provide remunerative prices to farmers and to control price volatility of essential commodities for consumers.
- Outlay is 35000 crores during 15th Finance Commission Cycle upto 2025-26.
- Govt has converged Price Support Scheme (PSS) & Price Stabilization Fund (PSF) schemes in PM AASHA, to serve farmers and consumers more efficiently.
- PM-AASHA will now have components of Price Support scheme (PSS), Price Stabilization Fund (PSF), Price Deficit Payment Scheme (POPS) and Market Intervention Scheme (MIS).
- Approved fixing Nutrient Based Subsidy (NBS) rates for RABI Season 2024 (from 01-10-2024 to 31-03-2025) on Phosphatic and Potassic (P&K) fertilizers.
- Budgetary requirement for Rabi season 2024 would be approx 24475 crores. This will ensure availability of fertilizers to farmers at subsidized, affordable and reasonable prices.
- Notably, Govt is making available 28 grades of P&K fertilizers to farmers at subsidized prices through fertilizer manufacturers/importers, under NBS Scheme w.e.f. 01-04-2010.

- PM Narendra Modi launched SUBHADRA flagship Scheme of Odisha Govt, expected to benefit over 1 crore women.
- Under the scheme -
- Eligible beneficiaries between age of 21-60 years will receive Rs 50000 over a period of 5 years upto 2028-29 (Rs 10000 annually in 2 installments).
- The scheme has also been linked to pilot project of RBI's digital currency.
- PM also launched Awaas+ 2024 App, for survey of additional households for PMAY-G.

- In 1994, UN proclaimed 16 September as International Day for Preservation of Ozone Layer, commemorating date of signing, in 1987, of Montreal Protocol on Substances that Deplete the Ozone Layer. Montreal Protocol has been successful in phasing out 99 % of ozone-depleting chemicals.

- India's Olympic Gold medalist Javelin thrower Neeraj Chopra won Silver in 2024 Diamond League Final (Brussels), with throw of 87.86 m.
- Gold was won by Anderson Peters (Grenada), win throw of 87.87 m (Margin of 1 cm).

- Sep 12 is observed by UN as International Day for South-South Cooperation.
- Pradhan Mantri Kisan Maandhan Yojana (PM-KMY) completed 5 years of implementation on Sep 12, 2024 (Launched on September 12, 2019), aimed at providing social security to all land-holding Small and Marginal Farmers (SMFs) across country.
- Under this, eligible farmers are given fixed monthly pension of 3000 after attaining age of 60. To qualify, farmers contribute monthly to pension fund during their working years (Between Rs 55-200), with matching contributions from central govt. Pension fund is managed by Life Insurance Corporation (LIC).
- Farmers with cultivable land holdings of up to 2 hectares are eligible for benefits under the scheme. Scheme has approx 23.50 Lakh Subscribers so far, with most from Uttar Pradesh, Chhattisgarh, and Odisha.
- Govt launched Pradhan Mantri Matsya Kisan Samridhi Sah-Yojana (PM-MKSSY), as a sub-scheme under Pradhan Mantri Matsya Sampada Yojana (PMMSY), with investment plan of 6000 crores.
- PM-MKSSY has been launched on occasion of 4th anniversary of PMMSY.

- Karma Phuntsho (Bhutan) - Honored for his efforts in bridging Bhutan's rich cultural heritage with modern societal needs, promoting education, social entrepreneurship.
- Nguyen Thi Ngoc Phuong (Vietnam) - Honored For fight against devastating effects of Agent Orange (a chemical herbicide used by US during Vietnam War), seeking justice for victims while pioneering reproductive health solutions.

- Ramon Magsaysay Award is an annual award established to perpetuate former Philippine President Ramon Magsaysay's example of integrity in governance, courageous service to people, and pragmatic idealism within a democratic society.
- Prize was established in April 1957 by trustees of Rockefeller Brothers Fund based in New York City, with concurrence of Philippine government. Prize carries award money of $50000.

- Commerce and Industry Minister Piyush Goyal launched Trade Connect e-Platform (Trade.gov.in), as a new digital initiative aimed at transforming landscape of international trade for Indian exporters, especially MSMEs (Medium, Small and Medium Enterprises).
- The platform aims to address information asymmetry by serving as a one-stop solution, providing exporters with real-time access to critical trade-related information, and connecting them to key govt entities.
- National Payments Corporation of India (NPCI) launched UPI One World, as a new digital payment solution for international visitors from countries that have collaborated with India's UPI system.
- It aims to offer foreign travellers a seamless and efficient method for digital transactions throughout their stay in India.
- NPCI has teamed up with IDFC First Bank and Transcorp International, to roll out this payments solution.
- Govt's Anusandhan National Research Foundation (ANRF) launched Partnerships for Accelerated Innovation and Research (PAIR) programme, to enhance quality research-oriented higher education in country.
- PAIR programme will cultivate research excellence in central / state universities, by fostering collaborations with top-tier institutions via a mentorship-driven hub and spoke model.
- The model will pair universities where research is at a nascent stage, with top-tier established research institutions.
- Hub institutions will include top 25 NIRF overall ranking & Institutions of National Importance within top 50 NIRF overall ranking. While Central / State Public Universities and select NITs / IIITs will be added as spoke institutions. Each PAIR network would consist of one hub and up to seven spoke institutions.
- Cabinet Approvals (Sep 11, 2024) -
- General -
- Approved modification of scheme of budgetary support for cost of Enabling Infrastructure for Hydro Electric Projects (HEP), with outlay of 12461 crores upto FY32 (2031-32), for cumulative generation capacity of about 31350 MW.
- To promote hydro power sector, Cabinet had approved several measures in March 2019. For improvement of Hydro infrastructure in remote locations, mentioned modifications have been made in earlier scheme -
- Widen ambit of Budgetary Support for cost of Enabling Infrastructure by including 4 more items apart from construction of roads and bridges.
- Scheme will be applicable to Hydro Power Projects over 25 MW capacity, Pumped Storage Projects (PSPs). Cumulative PSP capacity of 15000 MW would be supported.
- Projects whose Letter of Award of first major package is issued upto 30-06-2028 would be considered under this scheme.
- Limit of Budgetary Support for cost of Enabling Infrastructure has been rationalized to
- Rs 1.0 crore/MW for projects up to 200 MW.
- Rs 200 crore plus Rs 0.75 crore per MW exceeding 200 MW.
- For exceptional cases, limit of budgetary support may go upto Rs.1.5 Crore/MW.
- Approved Implementation of Pradhan Mantri Gram Sadak Yojana - IV during FY 2024-25 to 2028-29, with outlay of 70125 Crores for construction of 62500 Kms road.
- Under this, 25000 unconnected habitations of population size 500+ in plains, 250+ in NE/Hill Sates/UTs, special category areas and 100+ in LWE affected districts will be covered.
- Approved Mission Mausam with outlay of 2000 crores over 2 years, to be implemented by Ministry of Earth Sciences.
- It will help in tackling extreme weather events and impacts of climate change by improving India's weather and climate-related science, research, and services.
- 3 institutes of Ministry of Earth Sciences - India Meteorological Department, Indian Institute of Tropical Meteorology, and National Centre for Medium-Range Weather Forecasting will primarily implement Mission Mausam.
- Approved health coverage to all senior citizens aged 70 years and above (irrespective of income) under flagship scheme Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB PM-JAY).
- This will benefit over 6 crore senior citizens, with 5 Lakh rupees free health insurance cover on a family basis. Eligible senior citizens will be issued a new distinct AB PM-JAY card.
- Senior citizens aged over 70 years belonging to families already covered under AB PM-JAY will get an additional top-up cover upto ₹5 lakh per year for themselves.
- Approved PM-eBus Sewa-Payment Security Mechanism (PSM) scheme for procurement and operation of e-buses by Public Transport Authorities, with outlay of 3435 crores.
- It will support deployment of over 38000 electric buses from FY 2024-25 to FY 2028-29, to support operation of e-buses for 12 years from date of deployment.
- To address high capital cost of e-buses, Public Transport Authorities induct e-buses through Public Private Partnership on Gross Cost Contract (GCC) model.
- Under it, PTAs are not required to pay upfront cost of the bus, instead OEMs/operators procure and operate e-buses for PTAs with monthly payments.
- However, OEMs/operators are hesitant to engage in this model due to concerns about potential payment defaults. The scheme addresses this concern by ensuring timely payments to OEMs/operators through a dedicated scheme fund, which will be later recouped by PTAs/State/UTs.
- Approved proposal of Ministry of Heavy Industries for implementation of PM Electric Drive Revolution in Innovative Vehicle Enhancement (PM E-DRIVE) Scheme for promotion of electric mobility, with outlay of 10900 crores over 2 years.
- Subsidies/Demand incentives worth 3679 crores have been provided to incentivize e-2Ws, e-3Ws, e-ambulances, e-trucks and other emerging EVs. The scheme It will support 24.79 lakh e-2Ws, 3.16 lakh e-3Ws, and 14,028 e-buses. e-vouchers are being introduced for EV buyers to avail demand incentives under the scheme.
- 500 crores have been allocated for deployment of e-ambulances.
- 500 crores has been allocated for incentivising e-trucks.
- 4391 crores has been provided for procurement of 14028 e-buses by STUs/public transport agencies, in 9 cities with over 40 lakh population (Delhi, Mumbai, Kolkata, Chennai, Ahmedabad, Surat, Bangalore, Pune and Hyderabad).
- The scheme allocates 2000 crores for installation of electric vehicle public charging stations (EVPCS), includng 22100 fast chargers for e-4 Ws, 1800 fast chargers for e-buses and 48400 fast chargers for e-2W/3Ws.

- American Space Tech Firm SpaceX launched Polaris Dawn mission, as first of 3 planned missions under Polaris program.
- Launched onboard a Crew Dragon spacecraft, Mission's crew size was 4, consisting Jared Isaacman (Shift4 Payments CEO), Scott Poteet, Sarah Gillis & Anna Menon.
- The crew was taken 1400 KMs away from Earth, the farthest anyone has been since NASA's Apollo program. They passed through parts of Van Allen radiation belt to study health effects of space radiation and spaceflight on human body. Later, the crew performed the first commercial spacewalk.

- 2nd Asia Pacific Ministerial Conference on Civil Aviation 2024 held in New Delhi.
- Home Minister Amit Shah released 200 Not Out documentary of newspaper Mumbai Samachar, marking 200 years of India's oldest newspaper (Established in 1822).
- 2024 Edition of UNESCO Chief Science Advisers' Roundtable (CSAR) held at UNESCO HQ in Paris (France), co-organised by Office of Principal Scientific Adviser to Govt of India and Natural Sciences Sector of UNESCO.
- CSAR was launched as a Sherpa-track initiative during Indian G20 Presidency (2023).
- Inaugural session of India Bio-Energy & Tech Expo 2024 held at Yashobhoomi (New Delhi). Notably -
- Ethanol blending percentage in India increased from 1.53% in 2014 to 15% in 2024, aimed at 20% by 2025.
- Over past decade, Ethanol blending has resulted in reducing CO2 emissions by 519 lakh metric tons.
- President Droupadi Murmu unveiled new flag and insignia of Supreme Court of India, during National Conference of District Judiciary organised by Supreme Court in New Delhi.
- UP Chief Minister Yogi Adityanath inaugurated Jatayu Conservation and Breeding Centre in Campierganj range of Gorakhpur Forest Division, as world’s first such facility for protection of Asian King Vulture.
- 4th and 5th ships under Anti-Submarine Warfare Shallow Water Craft project of Indian Navy, named Mulki & Malpe, developed by Cochin Shipyard Limited (CSL) have been launched.
- Under this project, 8 ships are being made by each of Cochin Shipyard (CSL) and Garden Reach Shipbuilders and Engineers (GRSE), with over 80% indigenous content.

- Approved procurement of 240 aero-engines (AL-31FP) for Su-30 MKI aircraft of Indian Air Force (IAF) under Buy (Indian) category from Hindustan Aeronautics Limited (HAL), at cost over 26000 crores. The delivery of these aero-engines will start after one year and complete over 8 years.
- Approved a new railway line project between Indore (MP) and Manmad (Maharashtra), with cost 18036 crores.
- The project has been conceptualized under PM-Gati Shakti National Master Plan for multi-modal connectivity, and will provide shortest rail connectivity between major commercial hubs of Mumbai and Indore.
- It covers 6 Districts in Maharashtra and Madhya Pradesh, and will increase existing network of Indian Railways by 309 Kms.
- Under it, 30 New Stations will be constructed, providing enhancing connectivity to Aspirational District Barwani.

- Approved proposal of Kaynes Semicon Pvt Ltd to setup a semiconductor unit in Sanand (Gujarat), with investment of 3300 crores.
- The capacity of this unit will be 60 Lakh chips per day. Produced chips will cater to a wide variety of applications & segments.
- Notably -
- Programme for Development of Semiconductors and Display Manufacturing Ecosystem in India was notified in Dec 2021, with outlay of 76000 crores.
- In June 2023, Cabinet approved first proposal for setting up a semiconductor unit in Sanand (Gujarat), being setup by Micron Technology.
- In February, 2024, 3 more semiconductor units were approved -
- Tata Electronics's semiconductor fab in Dholera (Gujarat)

- Digital Agriculture Mission (2817 crores) -
- The Mission will act as an umbrella scheme to support digital agriculture initiatives, such as creating Digital Public Infrastructure, implementing Digital General Crop Estimation Survey (DGCES), and taking up other IT initiatives.
- For transformation of Agriculture Sector, govt announced building of Digital Public Infrastructure (DPI) for agriculture in Union Budget FY24 (2023-24). Further, in Budget FY25 (2024-25), the augmentation of DPI initiative for agricultural sector was also announced.
- The 3 DPIs to be built under the Mission are Agristack, Krishi Decision Support System, and Soil Profile Mapping.
- AgriStack will enable efficient, easier, and faster services and scheme delivery to farmers. It consists of 3 registries - Farmers’ Registry, Geo-referenced village maps and Crop Sown Registry. Under AgriStack, farmers will be given a digital identity (Farmer ID) similar to Aadhaar.
- Krishi Decision Support System will create a geospatial system to unify remote sensing-based information on Crops, Soil, Weather, water resources, etc.
