    1. Sep 30 is observed as World Translation Day, marked by UN in 2017 to pay tribute to language professionals.
    2. Govt named General Anil Chauhan as new (2nd) Chief of Defence Staff (CDS), to act as Principal Military Advisor to Raksha Mantri on all Tri-Service matters. He will also be head of Department of Military Affairs as Secretary.
      1. Chief of Defence Staff of Indian Armed Forces (CDS) is permanent Chairman of Chiefs of Staff Committee (COSC) of Indian Armed Forces, with term length 3 years.
      2. CDS is highest-ranking uniformed officer on active duty in the Indian military and chief military adviser to the Minister of Defence. He also heads Department of Military Affairs. CDS is assisted by a vice-chief, the Chief of Integrated Defence Staff (Balabhadra Radha Krishna Currentlly).
      3. 1st CDS was Bipin Rawat, who passed away in a chopper crash, after serving approx 2 years as CDS.
    3. Visits from India (Sep 2022) -
      1. Commerce and Industry Minister Piyush Goyal visited San Francisco and Los Angeles (USA), to attend India-US Strategic Partnership Forum conference and 1st in-person Indo-Pacific Economic Framework (IPEF) Ministerial meeting.
        1. About IPEF -
          1. IPEF was launched jointly by USA and other partner countries of Indo-Pacific region (Including India) on May 23, 2022 at Tokyo.
          2. IPEF aims to strengthen economic engagement among partner countries, structured around 4 pillars - Trade, Supply Chains, Clean Economy and Fair Economy.
        2. Launched Ind-US Startup SETU (Supporting Entrepreneurs in Transformation and Upskilling) programme, to connect start-ups in India to US-based investors and start-up ecosystem leaders with mentorship and assistance in various areas.
          1. SETU aims to break geographical barriers between mentors based in US, that are willing to invest in startups in India. Interaction will be supported through mentorship portal under Startup India initiative MAARG (Mentorship, Advisory, Assistance, Resilience, and Growth) program, a solution finder for startups in India.
      2. Singapore conferred Pingat Jasa Gemilang (Tentera) (Meaning Meritorious Service Medal (Military)) on Former Indian Navy Chief Sunil Lanba.
      3. Jal Shakti Minister Gajendra Singh Shekhawat attended International Water Association (IWA)'s World Water Congress 2022 in Copenhagen (Denmark).
      4. Petroleum and Natural Gas Minister Hardeep S. Puri visited Italy, to attend Gastech Milan 2022, world’s largest gathering focussed on LNG as an abated bridge fuel.
      5. Minister of State for Commerce and Industry, Anupriya Patel visited Cambodia, to attend 19th ASEAN-India Economic Ministers’ meet & 10th EAS EMM (East Asia Summit Economic Ministers’ Meet).
      6. Commerce and Industry Minister Piyush Goyal visited  Saudi Arabia, to co-chair inaugural Joint Ministerial Meeting of Economic and Investments Committee.
        1. Ministerial Committee is one of the two Ministerial verticals established under framework of India-Saudi Arabia Strategic Partnership Council, headed at highest level by PM of India and Crown Prince of Saudi Arabia.
      7. Raksha Mantri Rajnath Singh visited Egypt, Mongolia and Japan. Notably -
        1. Became First Indian Defence Minister to Visit Mongolia.
        2. Attended 2nd India-Japan 2+2 Ministerial Dialogue in Tokyo, along with External Affairs Minister Dr S Jaishankar. Japan was represented by Minister of Defence Yasukazu Hamada and Minister of Foreign Affairs Yoshimasa Hayashi.
        3. India and Egypt signed MoU to bolster defense cooperation.
      8. Union Minister Jitendra Singh visited USA -
        1. Participated in Global Clean Energy Action Forum, at Pittsburgh (Pennsylvania). Also Addressed Joint Ministerial Plenary of Clean Energy Ministerial (CEM13) and Mission Innovation (MI-7) at Global Clean Energy Action Forum 2022.
        2. India will be hosting MI & CEM in 2023, along with its Presidency of G-20 in 2023.
        3. Launched Innovation Roadmap of the Mission Integrated Biorefineries, aiming at greater international collaboration and need for increased financing for Energy Research, Development, and Demonstration during next five years.
          1. Notably, India’s 1st indigenous plant of 10 Tons/day capacity with integrated enzyme production for ethanol is being set up at Panipat (Haryana), to be operational by December 2022.

    7. Amazon announced to set up three solar farms in Rajasthan, with a combined capacity of 420 megawatt (MW).
      1. These would include a 210-MW project to be developed by ReNew Power, a 100-MW project to be developed by Amp Energy India, and a 110-MW project to be developed by Brookfield Renewable Partners.

    9. Haryana govt announced to set up world's largest jungle safari park, in Aravalli range. It will be spread across 10000 acres, covering Gurugram and Nuh districts.
    10. Uttar Pradesh government approved establishment of a tiger reserve in Bundelkhand region, at Ranipur. It is 53rd tiger reserve in India, and 4th in State (other 3 are at Dudhwa, Pilibhit, and Amangarh).

    6. Department for Promotion of Industry and Internal Trade (DPIIT) and Embassy of The Netherlands, signed Joint Statement to formalize bilateral Fast-Track Mechanism (FTM) between India and The Netherlands.
      1. Invest India, the national investment promotion and facilitation agency, is executing body of bilateral FTM.
      2. It will serve as a platform for faster resolution of investment cases of Dutch companies operating in India.
    7. 17th G20 summit 2022 held in Bali (Indonesia), under Indonesia Presidency.
      1. Agriculture Minister Narendra Singh Tomar attended the summit on India's Behalf.
      2. Notably, India will assume G20 Presidency on 1st of December 2022 from Indonesia, and will convene the G20 Leaders' Summit in 2023, for the first time in India.
    8. Cabinet Approvals (Sep 28, 2022) -

        1. Approved extending Pradhan Mantri Garib Kalyan Ann Yojana (PMGKAY) for another Phase (7th) of 3 months (October 2022-December 2022).
          1. Free good grains at 5 kg per person per month for all the beneficiaries of NFSA will be continued till December 2022.
          2. PMGKAY has so far had an estimated subsidy of Rs 3.45 lakh crore in six phases.
          3. Phase VII of PMGKAY from Oct to Dec entails an estimated subsidy of 44762 Crores, with outgo of foodgrains in Phase VII expected to 122 LMT.
          4. About -
            1. PM Garib Kalyan Anna Yojana (PM-GKAY), started during COVID-19 crisis, to provide food security to poor, needy and the vulnerable households/beneficiaries, so that they do not suffer on account of non-availability of adequate foodgrains.
        2. Approved Indian Railways’ proposal for redevelopment of 3 major railway stations - New Delhi, Ahmedabad and CSMT Mumbai, with approximate investment 10000 crores.
        3. Approved release of additional instalment of Dearness Allowance and Dearness Relief @ 4% to Central Government employees and pensioners due from 01-07-2022, based on increase in 12 monthly average of All India Consumer Price Index for period ending June 2022.
          1. Combined impart on exchequer on account of both Dearness Allowance (for employees) and Dearness Relief (for pensioners) would be 12852 crores per annum and 8568 crores in FY 23.
        4. Apprised about progress under NHM (National Health Mission) during FY 21 (2020-21), including accelerated decline in MMR, IMR, U5MR and TFR.
          1. Expenditure involved - 27989 crores (Central Share).
          2. Targets under NHM by 2025 -
            1. Reduce MMR to 90 from 113
            2. Reduce IMR to 23 from 32
            3. Reduce U5MR to 23 from 36
            4. Sustain TFR to 2.1
            5. Reduce prevalence of Leprosy to <1/10000 population and incidence to zero in all districts

          3. Impact
            1. U5MR declined from 49 in 2013 to 36 in 2018.  As per SRS 2020, U5MR has further reduced to 32.
            2. Maternal Mortality Ratio (MMR) declined by 443 points from 556 per one lakh live births in 1990 to 113 in 2016-18. As per SRS 2017-19, MMR has further reduced to 103.
            3. IMR declined from 80 in 1990 to 32 in 2018. As per SRS 2020, IMR has further reduced to 28.
            4. In 2020, malaria cases and deaths declined by 46.28% and 18.18%, respectively.
            5. Incidence of TB per 1,00,000 population has been reduced from 234 in 2012 to 193 in 2019. Mortality due to TB per 1,00,000 populations for India reduced from 42 in 2012 to 33 in 2019.

NASA’s Double Asteroid Redirection Test (DART) successfully altered an asteroid’s orbit, Making it humanity’s first time purposely changing motion of a celestial object and first full-scale demonstration of asteroid deflection technology, which might be useful in altering path of any potentially hazardous asetroid coming towards earth in future.
      1. As part of test, DART was intentionally crashed into Dimorphos, the minor-planet moon of asteroid Didymos, and successfully shortened Dimorphos' orbital period.

    2. Ministry of Rural Development & Ministry of Panchayati Raj Jointly launched JALDOOT App, that will be used across country to capture water level of selected wells in villages.
      1. The app will enable Gram Rojgar Sahayak to measure water level of selected wells twice a year (pre-monsoon and post-monsoon).
      2. It will facilitate panchayats with robust data, which can be further used for better planning of works.
    3. Chinese researchers discovered a new type of crystal nestled among volcanic debris on near side of the moon, retrieved by China's Chang'e-5 probe.
      1. The lunar crystal is made of previously unknown material, and contains Helium-3, a key ingredient for nuclear fusion process. It may help in making of clean and efficient energy on Earth.
      2. The tiny transparent crystal is named Changesite-(Y), after Chinese moon goddess Chang'e. It makes China third country to discover a new lunar mineral, behind US and former Soviet Union.
    4. Book Sabka Saath, Sabka Vikas, Sabka Vishwas has been released, as collection of selected speeches of Prime Minister Narendra Modi.

      2. Production Linked Incentive (PLI) scheme across 14 key manufacturing sectors, which was launched in 2020-21, aims to boost Make in India initiative.
      3. National Single Window System (NSWS) was soft-launched in September 2021, to improve ease-of-doing-business by providing a single digital platform to investors for approvals and clearances.
      4. One-District-One-Product (ODOP) initiative facilitates promotion of indigenous products from each district of country, providing a global platform to artisans and manufacturers of handloom, handicrafts, textiles, agricultural and processed products.

    8. Global Fintech Fest 2022 held in Mumbai (Maharashtra) -
      1. RBI launched 3 key initiatives during Global Fintech Fest 2022 - RuPay Credit Card on UPI, UPI LITE, and Bharat BillPay Cross-Border Bill Payments.
        1. With linkage of RuPay Credit Card on UPI, customers will benefit from increased opportunity to use their credit cards, and merchants will benefit from increase in consumption by being part of credit ecosystem with acceptance of credit cards using assets like QR codes. RuPay Credit Cards will be linked to a Virtual Payment Address (VPA) i.e. UPI ID, thus enabling secure payment transactions.
        2. UPI Lite will provide users with a convenient solution for faster and simpler low-value transactions.
          1. Presently, 50% of transactions through UPI are below ₹200.
          2. With UPI Lite enabled on BHIM App, users will be able to make small-value transactions (upto ₹200) in a near-offline mode, reducing debit load on core banking system. Total limit of UPI Lite balance for an on-device wallet will be ₹2,000 at any point in time.
          3. Eight banks are live with the feature including Canara Bank, HDFC Bank, Indian Bank, Kotak Mahindra Bank, Punjab National Bank, State Bank of India, Union Bank of India and Utkarsh Small Finance Bank.
        3. Bharat BillPay Cross-Border Bill Payments will make bill payments easier for people residing out of India, but also maintaining a house in India. Federal Bank with UAE’s Lulu Exchange will be first to go live with Bharat BillPay Cross-Border Bill Payments.

    1. INS Ajay decommissioned after 32 years of services in Indian Navy.
    2. Govt notified rules under Criminal Procedure Act 2022, the new law that empowers police to obtain physical and biological samples of convicts and those accused of a crime. Key features of rules -
      1. Under the Act, all convicts, arrested persons, as well as persons detained under any preventive detention law may be required to give their measurements.  
      2. Act provides that measurements will be taken by a police officer or prison officer. Rules specify that an authorised user, or any person skilled in taking measurements, or a registered medical practitioner, may take such measurements.
      3. Rules specify that NCRB will issue the Standard Operating Procedures (SOPs) for taking measurements.
      4. To match record of measurements of a person, an authorised user will forward the request to NCRB. NCRB will match the record and securely provide report to authorised user.  
      5. Act provides that records will be destroyed by NCRB, in case of persons who have not been previously convicted and are released without trial, or acquitted by court.
    3. Gujarat Govt announced State's first Cinematic Tourism Policy, to help create viable opportunities for film production in Gujarat and provide employment opportunities.
    4. Uttar Pradesh government announced to provide a unique farm ID (similar to Aadhar number) to the farmers, which will be linked with Aadhar to provide them benefits of all government schemes.
    5. Book Rajini’s Mantras: Life lessons from India’s most­loved Superstar, authored by P.C. Balasubramaniam, has been released.
    6. China tested its first fully solar-powered unmanned aerial vehicle (UAV) Qimingxing-50, which can fly for months and can also function as a satellite if required. It is also first large-sized UAV powered only by solar energy.

      1. Rajya Sabha Membership is limited to 250 members, with upto 12 members to be nominated by President. Term length is 6 years.

    9. Telangana assembly approved University of Forestry (UOF) Act 2022, which will facilitate setting up India's first University of Forestry, by expanding Forest College and Research Institute (FCRI) in Hyderabad into a full-fledged university.       1. Vienna Convention for Protection of Ozone Layer, was signed in 1985, to provide frameworks for international reductions in production of chlorofluorocarbons.
      2. In 1994, UN proclaimed 16 September as International Day for Preservation of Ozone Layer, commemorating date of signing, in 1987, of Montreal Protocol on Substances that Deplete the Ozone Layer. Montreal Protocol has been successful in phasing out 99 % of ozone-depleting chemicals.
    2. PM Narendra Modi Visited Samarkand (Uzbekistan) to attend 22nd Meeting of Council of Heads of State of the Shanghai Cooperation Organization (SCO).
      1. During the summit, City of Varanasi (Uttar Pradesh) was nominated as first-ever SCO Tourism and Cultural Capital, for 2022-23.  Under this, several events will be hosted in Varanasi during 2022-23, for which SCO Member Nations will be invited.

          1. This will Increase Railways' revenue by attracting more cargo, increase railways’ modal share in freight transportation, thereby reducing logistics cost.
          2. No additional expenditure will be incurred. It will enable employment generation of about 1.2 lakh jobs.
          3. 300 PM Gati Shakti Cargo Terminals would be developed over 5 years.
        2. Approved implementation of Phase II of Kochi metro Rail Project, from JLN Stadium to Infopark via Kakkanad, at cost 1957 crores, with length 11.17 Kms and 11 stations.
          1. Phase-I in Kochi from Aluva to Petta, covering 25.6 Kms and 22 stations, has been completed at cost 5182 crores.
        3. Approved new centrally sponsored scheme PM SHRI (PM ScHools for Rising India), aimed for development of more than 14500 schools across the country. It will include strengthening select existing schools being managed by Central Government/ State/ UT Government/ local bodies.
          1. PM SHRI Schools will showcase all components of National Education Policy 2020, act as exemplar schools and also offer mentorship to other schools in their vicinity.
          2. It is to be implemented as a Centrally Sponsored Scheme with cost 27360 crores, which includes central share of 18128 crore for 5 years (2022-27).

      1. New National Cooperation Policy document is being formulated, to fulfill mandate given to new Ministry of Cooperation, which includes realizing vision of Sahakar se Samriddhi, strengthening cooperative movement, and deepening its reach up to grassroots.
    2. Tripura Govt has setup India’s 1st Bio-Village at Daspara village, employing best practices to attain sustainable development goals. Tripura Government plans to setup over 100 bio-villages.
    3. Uttarakhand education department launched e-governance portal Samarth, which provides all administrative and educational updates, to make education system more transparent in state.
    4. Payments firm Mastercard acquired title sponsorship rights (Replacing Paytm) of all BCCI International, Domestic Cricket matches to be held on home grounds.

    5. As per 28th edition of Status Report on India’s External Debt 2021-22 -
      1. India’s external debt stood at US$ 620.7 billion at end-March 2022, growing by 8.2 % over US$ 573.7 billon as at end-March 2021. 53.2 % of it was denominated in US dollar, followed by Indian rupee (31.2 %).
      2. External debt as a ratio to GDP fell to 19.9 % as at end-March 2022 from 21.2 % a year ago.

      12. Andhra Pradesh Govt signed MOU with Parley for the Oceans, a US based Environmental NGO that works for plastic-waste management, for protection of oceans. Under this MoU, 16000 crores will be invested in state, over 6 years.
      13. Tata Steel signed MoU with Punjab Govt, to establish a 0.75 MnTPA long products steel mill using a scrap-based electric arc furnace (EAF) in Ludhiana.
        1. Earlier in 2021, Tata Steel had commissioned its first Steel Recycling Plant with capacity of 0.5 MnTPA at Rohtak (Haryana), as India's first cutting-edge scrap processing facility.
      14. China National Space Agency (CNSA) and UAE's Mohammed Bin Rashid Space Centre (MBRSC) signed MoU to work together on furthering UAE’s moon missions.
      15. Monetary Authority of Singapore (MAS) and Gujarat based International Financial Services Centres Authority (IFSCA) signed a FinTech Co-operation Agreement, to facilitate regulatory collaboration and partnership in FinTech.
      16. Electronics Sector Skill Council of India (ESSCI) signed MoU with Samsung India, to empower youth with industry-relevant skills, under Skill India initiative.
    10. National Cadet Corps (NCC) and United Nations Environment Programme (UNEP) signed MoU, to tackle issue of plastic pollution and achieve universal goal of clean water bodies through NCC's Puneet Sagar Abhiyan and UNEP's Tide Turners Plastic Challenge programme.
      1. NCC launched Puneet Sagar Abhiyan on Dec 01, 2021, as a nationwide flagship campaign, initially for one month, to clean sea shores of plastic & other waste material. It was later extended as a Pan-India round-the-year campaign to cover rivers and other water bodies as well.
      2. After growing support for Puneet Sagar Abhiyan, UNEP, engaged in this initiative through their ‘Tide Turner Challenge Programme’, partnered with NCC, to synergise and collate efforts towards engaging youth for promoting clean water bodies.
    11. Agreement signed between Central Govt, Assam State Govt and representatives of eight Adivasi Groups in Assam, to end decades old crisis of Adivasis and tea garden workers in Assam.
      1. Under this, 1182 cadres of tribal groups of Assam joined mainstream by laying down arms. Also, it is responsibility of Government of India and Assam to fulfill political, economic and educational aspirations of Adivasi groups.
      2. Special development package of 1000 crores (500 crore each by Government of India and Government of Assam) will be provided over 5 years, for infrastructure development in villages/areas with Adivasi population.
    12. Ministry of Youth Affairs and Sports'  National Sports Development Fund (NSDF) signed MoU with PSUs NTPC and REC (Rural Electrification Corporation), for development of sports in India.
      1. Financial support to be given by NTPC is 115 Crores over 5 years, to support Archery discipline in India.
      2. REC Foundation also committed 100 Crores over 3 years, to support Women’s Hockey, Athletics and Boxing.
