    1. Oct 31 is Observed as UN World Cities Day, proclaimed in 2013. 2022 Theme is Act Local to Go Global.
    2. Oct 31 is observed as National Unity Day (Rashtriya Ekta Diwas), which marks birth anniversary of Shri Sardar Vallabhbhai Patel (Former Deputy Prime Minister of India).
      1. Background -
        1. It was introduced by Government in 2014, marking Birth Anniversary of Legendary Leader and 1st Home Minsiter and Deputy PM of India, Shri Sardar Vallabh Bhai Patel.
        2. On this occasion in 2018, PM Narendra Modi inaugurated Sardar Vallabhbhai Patel's memorial in Gujarat's Narmada district. Called the Statue of Unity, the bronze sculpture is the world's tallest statue measuring 600 feet (182m). It has overtook China's Spring Temple Buddha (153m) and USA's Statue of Liberty (93m). It was constructed in 33 months, at cost 2989 crores.

        1. Oct 31 is also Death Anniversary of Former Prime Minister Indira Gandhi. She was killed on this day in 1984.
        2. Oct 24 - 31 is observed annually as Global Media and Information Literacy (MIL) Week, initiated in 2012.
    3. To help strengthen electronics manufacturing ecosystem, Ministry of Electronics and IT approved greenfield Electronics Manufacturing Cluster (EMC) to be set up in Ranjangaon Phase III, near Pune (Maharashtra), with project cost 493 crores.
      1. Earlier, EMCs have been set up in Noida, Tirupati, Karnataka and Tamil Nadu.
      2. New EMC at Ranjangaon (Pune) will attract investment of approx 2000 crores, with employment for over 5000 people.
    4. Luiz Inácio Lula da Silva has been elected as New President of Brazil, to succeed Jair Bolsonaro. He will take over on Jan 01, 2023; for his 3rd term.
    5. Notable Points from PM Narendra Modi's Visit to Gujarat & Rajasthan -
      1. Laid foundation stone of C-295 transport aircraft manufacturing facility, as India’s first in private sector, in Vadodara (Gujarat). It will manufacture C-295 aircraft for Indian Air Force (IAF), through collaboration between Tata Advanced Systems Limited and Airbus Defence and Space S.A., Spain. Project set up cost is 21935 crores.
        1. As part of contract, 16 aircraft will be delivered in flyaway condition and 40 will be manufactured in India. First Made in India aircraft is expected from September 2026.
      2. Inaugurated Miyawaki forest and Maze garden (largest in India) at the Statue of Unity.
        1. Miyawaki Forest is named after technique developed by a Japanese botanist and ecologist Akira Miyawaki, to plant saplings of various species that are planted close to each other which develops into a dense urban forest.
      3. Declared Mangarh Dham as Monument of National Importance, in Banswara (Rajasthan).
    6. Visits from India (Oct 2022) -
      1. Housing and Urban Affairs Minister Hardeep S. Puri visited UAE, to attend Abu Dhabi International Petroleum Exhibition & Conference. He also visited USA, to attend Ministerial dialogue of US-India Strategic Clean Energy Partnership (USISCEP).
      2. Finance Minister Nirmala Sitharaman visited USA, to attend Annual Meetings of IMF & World Bank, along with G20 Finance Ministers and Central Bank Governor Meetings.
    7. General News/ Events (Oct 21-31, 2022) -
      1. 1st ASEAN-India Start-up Festival held at Bogor (Indonesia), as part of over-all ASEAN-India Science, Technology and Innovation Cooperation program. 
      2. CBDT launched HARIT Aaykar (Hariyali Achievement Resolution by Income Tax department) initiative, during govt's Special Campaign 2.0 (Oct 1-31, 2022).  
      3. 90th Interpol General Assembly held at Pragati Maidan (New Delhi).
      4. India hosted a special meeting of United Nations Security Council’s Counter-Terrorism Committee, in Mumbai and Delhi, with theme Countering the use of new and emerging technologies for terrorist purposes.
      5. Ministry of Culture released Commemorative coin on occasion of 150th Birth Anniversary of Jainacharya Shree Vijay Vallabh Surishwer.
      6. 5th Windergy India 2023 will be held in 2023 in Chennai, by Indian Wind Turbine Manufacturers Association (IWTMA) and PDA Ventures Pvt Ltd.
      7. Cyclonic Storm Sitrang struck India and Bangladesh, with speeds upto 85 KM/H.
      8. Honesty shops have been opened in several schools in Ernakulam district of Kerala, as part of Student Police Cadet project, to help inculcate virtues among children.
      9. Large Scale Deepotsav organized in Ayodhya (Uttar Pradesh), on occasion of Deepawali. Over 15 lakh diyas were lit during the event, a world record.
      10. India's first Migration Monitoring System, which provides updated information on migrant pregnant women, lactating mothers and children instantly on a single system, has been inaugurated in Mumbai.
      11. Hindu Festival Diwali has been declared as a public school holiday in New York City (USA), from 2023 onwards.
      12. Directorate General of Civil Aviation (DGCA) granted Jeypore Airport (Odisha) the license to carry out commercial flight operations under regional connectivity scheme (UDAN Scheme).
    8. Visits to India (Oct 2022) -
      1. Chrysoula Zacharopoulou, French Minister of State for Development, Francophonie and International Partnerships, visited India, to help speed up setting up of nuclear power reactors at Jaitapur site in Ratnagiri district of Maharashtra.
      2. UN Secretary General Antonio Guterres visited India, and Launched Mission LiFE (Lifestyle for Environment) at Statue of Unity (Kevadia, Gujarat), along with PM Narendra Modi.
      3. David Proctor, Chief of New Zealand Navy Visited India. During his visit, Indian and New Zealand navies signed agreement on White Shipping Information Exchange.
    9. Lee Jae-yong has been named executive chairman of South Korea based Electronics Firm Samsung.
    10. Reliance Industries Limited (RIL) Became first Indian firm to use metaverse to engage with its stakeholders, when it posted proceedings of its Q2 FY 2022-23 earnings call on the metaverse.
      1. RIL metaverse was produced in partnership with GMetri, a no-code metaverse creation platform, which can be accessed without a AR/VR headgear.
    11. 2022 Sultan of Johor Cup Hockey (Annual under-21 men's field hockey tournament held in Malaysia) -

    3. 29th edition of Singapore-India Maritime Bilateral Exercise (SIMBEX) held at Visakhapatnam, including Harbour Phase at Visakhapatnam followed by Sea Phase in Bay of Bengal.
    4. 2022 FIFA U-17 Women's World Cup (Hosted by India) -
      1. Spain won the title (their 2nd), defeating Colombia in Final.
      2. Vicky López (Spain) was named Best player of the tournament.
      3. It was second time India hosted a FIFA tournament, after men's 2017 FIFA U-17 World Cup.
      4. Also, it was first time that use of Video Assistant Referee (VAR) was started in Under-17 Women’s World Cup.

    6. UNESCO's International Union of Geological Sciences (IUGS) recognised Mawmluh Cave, located in the East Khasi Hills district of Meghalaya, as one of first 100 IUGS Geological Heritage Sites.
      1. With length of 7.2kms, Mawmluh Cave is fourth longest cave in Indian subcontinent.
      2. At altitude of 4503 metres, the cave is known for its stalagmite formations. It also features a pool that is formed from five different rivers that pass through the cave.
    7. Govt approved setting up Terai Elephant Reserve at Dudhwa-Pilibhit in Uttar Pradesh, as India's 33rd Elephant Reserve.
      1. It will be developed in joint forest areas of Dudhwa and Piliphit tiger reserves, covering conservation of four wild species including tiger, Asian elephant, swamp deer and one-horned rhinoceros.
    8. 369 foot tall Highest Shiva statue in world, named Viswas Swaroopam (also called Statue of Belief), has been inaugurated in Nathdwara (Rajasthan).
    9. As per first global study on centi-millionaires (individuals with assets over $100 million) by Henley & Partners -
      1. Out of world's 25,490 centi-millionaires, India has 1132, only behind US and China. By 2032, India is expected to overtake China in number of centi-millionaires.

    2. Tesla CEO Elon Musk took over as Social Network Twitter's CEO, after finalizing $44 billion deal.
    3. Home Minister Amit Shah laid foundation stone of Haryana Orbital Rail Corridor Project in Faridabad, to be developed at cost 5618 Crores.
      1. HORC is targeteed to be completed by 31 March 2025, as a twin-track 121.7-kilometre long Indian gauge railway project in Haryana state. It will run around along Western Peripheral Expressway (WPE) on western side of Delhi. The Broad Gauge line will have a design speed of 160 kmph.
      2. Notably, Rail Coach Refurbishment Factory (Sonipat) was also inaugurated, along with country’s first longest elevated railway track built in Rohtak.
    4. Govt named Sanjay Malhotra as revenue secretary (Secretary in Department of Revenue under Finance Ministry).
    5. As per EdelGive Hurun India Philanthropy List 2022 -
      1. HCL founder Shiv Nadar has been named most generous person in India, with annual donation of 1161 crores, Followed by Azim Premji (484 Crores) & Mukesh Ambani (411 Crores).
    6. Delhi Lieutenant Governor Vinai Kumar Saxena launched one-time property tax amnesty scheme SAMRIDDHI (Strengthening and Augmentation of Municipal Revenue for Infrastructure Development in Delhi), to be effective till March 31, 2023. Under it -
      1. Residential property owners can pay just the principal property tax amount of current and of past five years.
      2. Commercial property owners can pay principal amount of the last six years and get a waiver on past pending dues.
    7. President Droupadi Murmu presented Silver Trumpet and Trumpet Banner to President’s Bodyguard (PBG).
      1. PBG is oldest regiment in the Indian Army, which was raised by Governor-General Warren Hastings in 1773, in Banaras.
      2. It received unique distinction of being only unit of Indian Army, that is privileged to carry President’s Silver Trumpet and Trumpet Banner. This distinction was conferred in 1923.
    8. Odisha CM Naveen Patnaik launched a common credit portal SAFAL for farmers, with access to 300 term loan products from over 40 partner banks.
    9. Book Delhi University : Celebrating 100 Glorious Years, authored by Hardeep Singh Puri (Union Minister of Petroleum and Natural Gas & Housing and Urban Affairs), has been released.

      1. Oct 27 is also observed as Infantry Day by Indian Army, as on this day an Infantry Company of First Battalion of Sikh Regiment was airlifted from Delhi to Srinagar to liberate Kashmir from invading Pakistan Army, in 1947. On this occaison, J&K Lieutenant Governor Manoj Sinha dedicated a war memorial 'Saviours of Kashmir' at Srinagar International Airport.
    2. 1st edition of India-Mozambique-Tanzania Trilateral Naval Exercise (IMT TRILAT) held at Dar Es Salaam (Tanzania).
    3. As per International Energy Agency's World Energy Outlook 2022 report -
      1. Share of fossil fuels in global energy mix has been at 80%, for decades. This is aimed to be brought down to under 75% by 2030 and to 60% by 2050.
      2. A high point for global energy‐related CO2 emissions will be reached in 2025, at 37 billion tonnes (Gt) per year, and will fall back to 32 Gt by 2050. This will cause rise of around 2.5 °C in global average temperatures by 2100.
    4. People of Ukraine have been awarded 2022 Sakharov Prize for Freedom of Thought by European Parliament, to honour their fight against Russia’s invasion.
      1. Sakharov Prize for Freedom of Thought is an honorary award for individuals or groups who have dedicated their lives to defence of human rights and freedom of thought. Named after Russian scientist and dissident Andrei Sakharov, the prize was established in 1988 by European Parliament.
      2. It includes monetary grant of €50000.
    5. Mohammed Shia al-Sudani has been elected as new Prime Minister of Iraq.
      1. Notably, Iraqi parliament had recently elected Abdul Latif Rashid as Iraq's new president.

    4. Oct 26 is observed as Accession Day of Jammu and Kashmir with India.
      1. On Oct 26 in 1947, Maharaja of Jammu and Kashmir, Hari Singh signed the Instrument of Accession to become part of India.
      2. This cane after Maharaja Hari Singh sought the help of the Indian Armed Forces after an invasion from tribesmen of Pakistan. Indian Government extended its help on condition of accession of the state to India.
    5. Board of Control for Cricket in India (BCCI) announced pay equity policy, proposing same pay for its centrally-contracted Male and Female players.
      1. Women players will now get Rs 15 lakh per Test match, Rs 6 lakh for a One-Day International (ODI), and Rs 3 lakh for a T20 International.

    1. Indian Origin Person Rishi Sunak has been named new (79th) Prime Minister of United Kingdom, replacing Liz Truss (who held the position for just 50 days).
      1. Rishi is First Indian Origin Person, First Hindu, and youngest (at 42 years age) to be named PM of UK.
    2. Financial Action Task Force (FATF) included Myanmar on list of high-risk countries, called as Black List.
      1. Countries in Black list are considered to possess strategic deficiencies in regimes to counter money laundering, terrorist financing, and proliferation financing. Other countries in FATF Blacklist are North Korea & Iran.
      2. Also, Pakistan has been removed from FATF grey list. The Grey list now includes 23 Nations.
        1. Grey List countries are on a global watchlist for bad behaviour, as they failed to prevent international money laundering and terrorist financing.
    3. Satyajit Ray's 1955 Film Pather Panchali has been declared as best Indian film of all time by International Federation of Film Critics (FIPRESCI). It was based on Bibhutibhushan Bandyopadhyay's 1929 Bengali novel of same name.
    4. India's Shefali Juneja has been elected as chairperson of the United Nations’ specialized aviation agency’s Air Transport Committee (ATC).
    5. Govt. appointed Sangeeta Verma as acting chairperson of Competition Commission of India (CCI), succeeding Ashok Kumar Gupta.

    3. Indian Space Research Organisation (ISRO)'s rocket Launch Vehicle Mark 3 (LVM3 or GSLV Mark 3), successfully launched from Satish Dhawan Space Centre SHAR (Sriharikota), and placed 36 satellites of UK based OneWeb in low Earth orbit.
      1. This was heaviest payload launched by ISRO so far, carrying a payload of about 6 tons.
      2. This is OneWeb’s 14th launch, bringing constellation size to 462 satellites, out of planned 648 Low Earth Orbit (LEO) satellite fleet that will deliver high-speed, low-latency connectivity worldwide.

      1. At India Pavilion, PM Narendra Modi unveiled HTT-40 indigeneous trainer aircraft designed by Hindustan Aeronautics Limited (HAL).
      2. Launched Mission DefSpace, to develop innovative solutions for Defence Forces in Space domain through industry & startups.
      3. 2nd India-Africa Defence Dialogue and 2nd Indian Ocean Region+ (IOR+) Conclave were also held during 12th DefExpo 2022.
        1. Raksha Mantri Rajnath Singh launched India-Africa Security Fellowship Programme during the dialogue.       1. Govt had mandated Hindustan Urvarak & Rasayan Limited (HURL) to revive Barauni unit, with investment of 8387 crores, with urea production capacity of 12.7 LMTPA.
      2. HURL was incorporated in June 2016, as Joint Venture by Coal India, NTPC, IOCL and FCIL/HFCL, mandated to revive Gorakhpur, Sindri and Barauni units with an investment of 25000 crores. These 3 plants of HURL will add 38.1 LMTPA indigenous urea production in country, to help reduce dependence on imports.

          1. It will help these PSUs to ensure unhindered domestic LPG  supplies and also support procurement of Make in India products.
          2. During June 2020 - June 2022, international prices of LPG increased by around 300%.  However, domestic LPG prices have raised by only 72% during this period.  This led to significant losses for these OMCs. Current approval will help these PSUs in bearing concerned losses.
        2. Approved new Central Sector Scheme Prime Minister’s Development Initiative for North East Region (PM-DevINE), to be implemented by Ministry of Development of North Eastern Region (DoNER).
          1. PM-DevINE Scheme will have outlay of 6600 crores for remaining 4 years of 15th Finance Commission (2022-23 to 2025-26), with 100% Central share.
          2. PM-DevINE was announced in Budget 2022-23, to address development gaps in North Eastern Region (NER).
          3. Ojectives include Funding infrastructure development, Support social development projects, Enable livelihood activities for youth and women and Fill development gaps in various sectors.
        3. Approved payment of Productivity Linked Bonus to railway employees for FY 22 (2021-22), with financial implication of payment of 78 days PLB to railway employees estimated at 1832 crores.

        1. Approved development of Multipurpose Cargo (other than Container/Liquid) Berth Off Tuna Tekra at Gulf of Kutch at Kandla (Gujarat) on Build, Operate and Transfer (BOT) basis under Public Private Partnership (PPP) mode, at approx cost 2251 crores.
          1. On commissioning, it shall cater to future growth in multipurpose cargo traffic (other than Container/Liquid), with projected traffic gap of 2.85 MMTPA by 2026 and 27.49 MMTPA by 2030.

Ministry of Commerce and Industry's Department for Promotion of Industry and Internal Trade (DPIIT) notified establishment of Credit Guarantee Scheme for Startups (CGSS), for providing credit guarantees (up to a specified limit) to loans extended by Banks, NBFCs and SEBI registered Alternative Investment Funds.
      1. Credit guarantee cover under the Scheme would be transaction based and umbrella based, with exposure to individual cases capped at 10 crore per case.
      2. Under Transaction based guarantees, extent of transaction-based cover will be  -
        1. 80% of amount in default if loan sanction amount is up to 3 crore.
        2. 75% of amount in default if loan sanction amount is above Rs. 3 crore.

      3. Under umbrella-based guarantee, cover will provide guarantee to Venture Debt Funds (VDF) registered under AIF regulations of SEBI, in view of nature of funds raised by them and debt funding provided by them.
        1. Extent of umbrella-based cover will be actual losses or up to a maximum of 5% of Pooled Investment on which cover is being taken from fund in eligible startups, whichever is lower, subject to maximum of 10 crore per borrower.

      4. Transport Minister Nitin Gadkari launched India’s first Flexi-Fuel Strong Hybrid Electric Vehicles (FFV-SHEV) Car Toyota Corolla Altis, under pilot project to check feasibility of hybrid vehicles in India that can use ethanol-powered flex fuel vehicles to decrease pollution.
        1. Flex fuel cars can run on flexible fuels including ethanol, petrol, or blend of petrol and ethanol. These vehicles provide flexibility to switch engine fuel from petrol to ethanol.
        2. Ethanol use has many advantages including less pollution and cost effectiveness.
      5. Indian Institute of Geomagnetism (IIG) researchers developed an extensively accurate Overhauser Magnetometer (OVH) at Alibag Magnetic Observatory (MO), making way for reducing cost of sampling and sensing experiments essential for geomagnetic sampling.
        1. It can absolve India’s dependence on commercial OVH magnetometers for performing geomagnetic field measurements. It has so far been imported for such purposes in India.
      6. Indian Computer Emergency Response Team (CERT-In) in collaboration with Power-CSIRTs (Computer Security Incident Response Teams in Power sector), conducted Cyber Security Exercise PowerEX-2022.
      7. Hinduja group's commercial vehicle manufacturer Ashok Leyland and IIT Madras based National Centre for Combustion Research and Development (NCCRD) partnered to develop Swirl Mesh Lean Direct Injection (LDI) system technology, for developing hybrid electric vehicles (EVs) using this turbine technology.

    18. RBI's new Credit and Debit Card tokenisation rules came into effect from Oct 01, 2022 onwards, aimed at enhancing online payment experience & safety of customers -
      1. RBI’s new CoF (card-on-file) tokenisation norms make it mandatory for Credit / Debit card holders to use specific codes (tokens) while initiating online transactions., so that sensitive card information won't be stored while processing payments.
      2. Now, customers will have to enter all card details everytime they wish to go for an online payment, or they can use tokens to enure secure online payments.
