    14. Third India-Africa forum summit held in New Delhi from 26 to 30 October 2015. All 54 African nations participated -
      1. Delhi Declaration 2015 and India-Africa Framework for Strategic Cooperation were adopted.
      2. India announced 10 billion USD credit at concessional rate over 5 years, in addition to about 7.4 billion USD that India has already pledged since 2008.
      3. India granted assistance of 600 million USD, including India-Africa Development Fund of 100 million and an India-Africa Health Fund of 10 million USD.
      4. India will provide 50000 scholarships to African students to avail higher education in India.

    1. Haryana announced to open a Sanskrit University for Schedule Castes (SCs) at Mundri village, which will be named after Maharishi Valmiki.
    2. Haryana Government announced to start 215 additional sub-stations of various capacities by 2018 to improve power supply in the state. State government also launched Mhara Gaon - Jagmag Gaon scheme to provide 15 hour uninterrupted power supply in rural areas and will develop a Smart Power Grid in Gurgaon at 7000 crore rupees.
    3. Emily Kristine Pedersen of Denmark won Hero Women's Indian Open Golf 2015.
    4. European Union and Balkan region leaders adopted a 17-point plan to cooperate on managing flows of migrants through Balkan Peninsula during a meet on migrants issue in Brussels, Belgium.

    5. Reserve Bank of India granted permission to Indian corporate to issue offshore rupee-denominated bonds outside India. Such bonds will attract withholding tax of 5 % and gains arising in case of appreciation of rupee against foreign currency. Capital gains tax will be exempted in this investment.

    6. Hockey India signed a 3 year Memorandum of Understanding with Sports Authority of India to set hockey as top sport of the country.
    7. United Nations General Assembly approved Resolution condemning an economic embargo imposed by US on Cuba.
    8. A per United Nations Asia-Pacific Disaster Report, Asia Pacific is most disaster prone part of the world as it suffered around 1,625 disasters in 2000 - 2014. Disasters affected around 1.4 billion people and 523 billion dollars in economic damage.

    5. Government introduced Sin Tax under proposed Goods and Services Tax (GST) law that will be effective from 1 April 2016. Sin Tax is an excise tax on products like alcohol, tobacco and gambling considered bad for health or society. This is meant to attract higher revenue and also to discourage people from use of such products or services.

    3. 42nd plenary of Committee on World Food Security approved Framework for Action for Food Security and Nutrition in Protracted Crises (CFS-FFA) in Rome (Italy) to tackle hunger in protracted crises. Framework suggested 11 principles covering 3 broader areas - Address critical manifestations and build resilience, Adapt to specific challenges and Contribute to resolving underlying causes of food insecurity and under nutrition in protracted crises.
      1. Committee on World Food Security (CFS) was set up in 1974 for review and follow-up of food security policies. It reports annually to Economic and Social Council of United Nations (ECOSOC).
    4. World Health Organization released Global status report on road safety 2015. Report reflects information from 180 countries and indicates that road traffic casualites has gone up to 1.25 million per year.
    5. 24 Oct - United Nations Day. In 1948, United Nations General Assembly declared 24 October as anniversary of Charter of the United Nations.
    6. Haryana Government announced New Integrated Licensing Policy 2015 for development of Hyper and High Potential Urban Complexes (HHPUC) through models of Transferable Development Rights that prevent need for government to resort to compulsory acquisition of land.
      1. Builders will sign transferable development rights agreement to use farmers' land for their projects. TDR agreements will ensure that landowners get price from builder for their land. Government will be a custodian of farmers' interests.  TDR certificate will be valid for two years.
      2. Policy will allow builders to set up projects from 100 acres to 25 acres.
      3. Policy provides for global Floor Area Ratio (FAR) between 1.0 to 1.25 for colony size of 25 acres to 50 acres and above 50 acres, respectively. 
      4. Landowners will be freed in selling FAR to any builder in a large planning unit. 
      5. Each farmer will be eligible to sell his TDR certificate equivalent to 1 FAR at market rates.

    12. Bulletin of Atomic Scientists (USA) report Pakistan Nuclear Forces, 2015 stated that Pakistan has 110 - 130 nuclear weapons as compared to 90 - 110 in 2011. If such trend continues, it could grow to 220 - 250 warheads by 2025, making Pakistan fifth largest nuclear weapon nation after USA, Russia, China and France.

      1. Gold Deposit Scheme Guidelines -
        1. Minimum deposit shall be raw gold equivalent to 30 grams of gold of 995 fineness, with no maximum limit for deposit. 
        2. Gold will be accepted at Purity Testing Centres certified by Bureau of Indian Standards (BIS)
        3. Deposit certificates will be issued by banks in equivalence of 995 fineness of gold.
        4. Principal and interest of deposit under the scheme will be denominated in gold.
        5. Designated banks will accept gold deposits under Short Term (1-3 years), Medium (5-7 years) and Long (12-15 years).
        6. Premature withdrawal will be available subject to a minimum lock-in period and penalty.
        7. Interest on deposits will start from date of conversion of gold deposited into tradable gold bars after refinement or 30 days after receipt of gold at CPTC or Bank. During the period between receipt and interest accounting, gold will be an item in safe custody held by bank.
      2. Utilisation of Gold mobilised under GMS
        1. Banks may sell or lend the gold to MMTC for minting India Gold Coins or to jewellers, or sell it to other designated banks participating in GMS.
      3. Risk Management under GMS
        1. Banks will keep a risk management mechanism to manage risk arising from gold price movements in respect of their net exposure to gold.
        2. Banks may access international exchanges, London Bullion Market Association or use over-the-counter contracts to hedge exposures to bullion prices.
